I am an Indian citizen. I have hired a manufacturer in (CA), USA for manufacturing apparel and accessories.
I've collaborated with an American manufacturer so that I can sell my clothing in the USA + on ebay.com. So, as soon as I would get orders on ebay.com (within USA) then I would send order to my manufacturer and they would ship the products from CA, (USA)
Over here, I am not exporting and importing within 2 countries. Hence, I believe I don't need any document related to exporting and importing which is asked by websites like IEC documents.
I tried to register on ebay.com. But it automatically takes me to sign-up from ebay.in account.
When my product dispatches from the USA then why would I sign-up from ebay.in
I am don't know how to set up my business on ebay.com
Please guide me.

What address are you using to register your account? You need to use your USA factory or distribution center as your US address and you will need a US bank account, etc. Have you registered your U.S. based business in the U.S. and obtained a TIN from the State your business is considered domiciled?
You need to be prepared to pay U.S. taxes, both Federal and State and quite possibly also be taxed on the same revenues in India (no clue, get professional advice).
Good luck!

You are basically attempting to do drop shipping. You should read the eBay policy with regards to being a drop shipper.

Katzru115 outlined some of the things you will have to consider if you attempt to setup a U.S. based seller account. You will also need a Social Security Number for Managed Payments.

They will let you register for MP with a valid TIN. But it needs to be a legit business, etc.
Am guessing OP already knew the answer. Long day - missed the fishing expedition.

You may need to sign up in your home country and establish a presence there before eBay will let you branch out to the USA site. Below is s link with more information from the ebay.in site on selling internationally.

Also, the way eBay works is you have existing product on hand ready to ship. Those items are listed on eBay. When an item sells, it ships immediately. There shouldn't be a manufacturing delay.

I am wondering this is right.

This is the US board........and most of us simply aren't going to know what/how to sell from other countries. I suggest you check on line for Indian sellers on Ebay groups......I'm sure there are some that can give advice from their experience.........
If you are questioning When an item sells, it ships immediately. There shouldn't be a manufacturing delay. There are some workarounds to immediate shipping.....you would have to extend your shipping handling time to account for the mfg...but it can't be longer than 30 days..... While you can do that, it may turn buyers off, simply because most things are shipped within a day or two (in the US).........

I think you can create your account in ebay.in and signup there. Any way you will be able to sell on ebay.com and all other eBay sites as well. Give it a try😀

Well, I am not doing dropshipping. I am doing POD (print on design).
