Did you mean:

I want to know what the right thing to do would be in this situation.

The buyer contacted me after purchasing my item and paying for shipping. The buyer noticed that his suburb is next to mine and wanted to change things to local pickup to avoid paying the shipping cost. The item is only 25 dollars, and I would be okay with meeting the person at a nearby store to exchange the item.

I don't see an option to change the purchase to a local pickup.

My fear

-eBay wouldn't be tracking the item, and the buyer could say they never received it.

Can I get advice from someone who sells more than I do?

Send it. I don't think there is any way to change to local pickup. I have sent stuff to my same town at times.

I would never risk an INR without tracking.

If you want to refund the shipping cost for him as a courtesy, that's up to you

Neither the buyer or seller can't change the terms of sale AFTER the sale.

Is this the item that has 4.63 for shipping?  If it is, if it were me, I'd tell the buyer that you need to ship the item as was stated in the listing when they purchased the item.  Ebay does not allow sellers to change the terms after the sale.

I've had buyers ask to meet me locally to pick up something.  I would cause be far more in gas and time to do that so I always decline.  But you need to do what you feel the most comfortable with.

The buyer should have asked this question before purchasing and if you decide to just ship it, you might politely and professionally tell them that too.

Oh and you are right, you could not prove delivery.

1st- I would NOT do any of that- tell the buyer 'sorry, I don't do 'pick up' as the item needs to show it shipped and was delivered via tracking'.

If you insist on doing it, you would tell the buyer that you 'have to cancel/refund, make a new listing with 'just local pickup' (no shipping) and tell the buyer to then 'rebuy' (you would give them the 12 digit number to the new listing'-

but again, all that sounds NO WHERE near worth the trouble.
