I want to give buyer a partial refund, No returns will be done BUT the "REVIEW REFUND" button remains greyed-out no matter what I input.  And what the heck is

"Order level refund"---"The amount will be distributed among the items in this order." ?????

REfunds are really easy to issue in MP.

Go to your Seller Hub.  Then to all orders.  Find the transaction you want to issue the partial refund on.  From the drop down menu on the right, find and select REFUND.  From there just follow the instructions on your screen.

Above the note to the buyer box, you have to click on the arrow and pick out a reason for the return. Then the review refund should be active.

I thought perhaps that the order level refund was how to allocate the total amount multiple items but when I put in an amount, it just increased the refund so I have no idea what that is for.

Edit...just realized that you wrote this 3 days ago you hopefully its all figured out by now.

That's what the op was doing but the 'reason for refund' dropdown isn't that obvious so its easy to miss and until that reason is chose, the review refund button remains greyed out.
