I though offers did not go to someone that just purchased?

Buyer purchased an item on Thursday. Shipped it out this morning. Sent offers later in the morning and buyer said they 'got the offer and wanted a refund' (which I did). 

But But But... I thought offers did NOT go to anyone that purchased and/or to those that already got an offer?

On the same item number? They're not supposed to.

I wonder if maybe the buyer added it to their watch list after purchasing and if perhaps that's a loophole in the system?

Edit to cross out last sentence. In case others are using this solution as a reference, the answer is it was not the same item number, just a similar listing title. Buyer was either confused or fibbing / hoping to get seller to honor same discount on a different item.

Thanks for your help- I now see the buyer lied to me as I have other 'similar' items (actually fit the same car but title is for a different car) and maybe he was watching one of those as I just check my 'sent' offers and the item they purchased was NOT a sent offer.
