If you couldn't fulfill the order, you need to cancel it, not refund. When you cancel, the refund is automatically done by eBay. If however you refund first, eBay thinks you sent the item and something went wrong requiring a refund by you. That is still a completed order in eBay's eyes so you can't cancel it.
