Perhaps just a hiccup?
I just saw it too.
My search showed 4 non-US and about 8 US sellers.
I selected US Only
and got "no matches".
I redid it a second time, and then it worked.

I tried looking up "Cuisinart Coffee Pot" and got a page full. When I looked up "Coffee Pot Cuisinart" I got No exact matches found.
Same thing with a woman's top I was looking for....if I put the complete manufacturer's name I got a page full. If I put the color first I got nothing.

Your two examples are NOT exact matches. If you want a coffee pot you start wit the words coffee pot. If you want a women's top you put in women's top. AFTER you put the item you are searching for in the search box, THEN you start narrowing it down to specifics, with brand, color etc. Play around with it and you will get the hang of it very easy. Also use the search functions on the left side of the screen as they are very useful.

Did you not read the message you are responding to? The poster received NO matches in the example that you claim to be proper searching technique, "enter Coffee Pot then narrow down", ie add Cuisinart. They did get matches with Cuisinart Coffee Pot, which according to your post is the wrong way to search.
Search has some serious issues right now, despite what the blues and eBay cheerleaders say. You can put in search terms get back a "no exact matches" response and scroll down to find multiple exact matches. They've tweaked the search algorithms to the point we are getting tweaker like responses. ie, no relation to the question asked.

Here is an example of a search that currently returns "0 results" and "No exact matches found" and a few "Results matching fewer terms" some of which match all the terms:
MARVEL super Heroes Figures MGA
Here is the same search -- the only difference is a nonsense exclusion term added, which now finds four matches:
MARVEL super Heroes Figures MGA -octopus
If eBay's search is working correctly, these searches should both return the exact same results. The first search does not find items which contain all of the keywords in the title. The second search finds four with those exact same keywords.
Adding a nonsense exclusion term has the effect of disabling the eBay "smart search" feature -- the feature responsible for keyword substitution, keyword-to-item-specifics matching, and keyword-to-category substitution. That is why I believe these search issues are related to the "smart search" feature.

The default(so they say) is all words, any order.
Of course, this is false. It's more like "Maybe one word, and we'll show you anything BUT that".
Hence why I only search ending soonest, auctions only, in select categories. That way I don't miss something I want to bid on. Sometimes I'll check newly listed, BIN only, just for a laugh at some of the prices on fakes and repops. Of course, US Only is a joke too, since the chinese have a one room PO box "warehouse" in the US and ship from china. And they won't be shipping from an ebay warehouse, if that ever gets off the ground(which I doubt).

For some reason whatever I look up in solds today brings up 1 or 2 US sellers and a BUNCH of non US sellers even when set to US only.
I just gave up and will try again tomorrow.

Go ahead and tell that to all the buyers. Go ahead and personally educate each one of them on how you think a "proper" search should be done.
Are buyers supposed to take a course on how to search for an item on ebay? Because if there's ever a failed business plan, that would be it.

Search is currently not working correctly (like many things here).
I noticed this sometime in June.
There are many threads regarding this and some insight and workarounds at the Technical Issues board.

Yes, this has been confirmed by many here and there's no burying the issue in the sand for eBay.
Sadly, the only thing that's buried in the sand are everyone's listings ... when we try to find them and don't enter The Exact Words eBay Tells Us To.

People search in many different ways for items. Most ways customers search are proper and every ecommerce site knows this ... but apparently eBay forgot.

and how exactly does this interact with the "intuitive" search results that ebay was touting for the past year or two? asking you because you always have the best answers. wasn't the new intuitive search supposed to cure all search results? (is like product in motion .... see results)
