Item arrived VERY poorly packaged but undamaged.
I really want to leave this seller a neutral but i know most of you will say ... what's the problem, you got your item undamaged so stop complaining.
So i purchased 4 baseball caps. They were shipped in a poly mailer. Not a padded poly mailer, but just a poly mailer. No protection at all but a thin layer of plastic a fraction of a millimeter thick.
I see what happens to packages in transport. They are thrown and stepped on. Often times other large, heavy boxes (like computers) are thrown on top.
I would never ship anything like that.
What should i do? Complain to the seller? Leave a neutral? Nothing at all because i received my item in good condition?

At least you are honest enough to admit you are a complainer. We just received light bulbs in a bubble mailer. I was happy they weren't smashed, but it never entered my mind to give them bad feedback for making me wonder a few seconds before finding out.

That's even worse than my hats. Light bulbs in a bubble mailer? It would cost a few cents more to ship in a box.
The last thing i shipped in a bubble mailer was a cloth sunglass pouch.

I doubt that a padded poly mailer would have made much difference if push came to shove-- I mean squash. They really needed a box. (If that "poly mailer" was actually Tyvek, you might want to try actually poking a hole in it, and see how far you get. )
If you plan to buy more from that seller in future, send a diplomatic message expressing your displeasure. Otherwise leave whatever feedback you think is appropriate, but make it factual: say something about how the hats were packaged, maybe, but don't get hung up on what could have happened, but didn't.

Shipping non-fragile items first class mail doesn't require the same level of packaging as priority mail as all first class mail is less than a pound. I know my post office doesn't mix the two.
On the other hand shipping books in a padded mailer can be risky because all media mail and parcel post is mixed together - no matter how heavy.

What you might do is drop the seller a polite note - and omit leaving any feedback - saying that they arrived safely, however, there may well come a time when another buyer isn't so lucky and they may well leave the seller a scathing feedback.
Some sellers may, honestly, not realize that the post office doesn't have stated rules against tire tracks, etc. on packages.

Oh please, I have shipped dozens of caps in poly mailers over the years without incident. You can't really mail many caps in a box as that would require Priority mail and most caps do not sell for enough to justify the expense. And with four hats the hats provide support for each other. And as another pointed out, a padded mailer would do little that a poly mailer would do for such items.

I always send a message to the seller. Start with something positive (Thanks for the quick shipment!) then move on to your constructive feedback (In the past I received hats shipped in poly mailers that were crushed and damaged. I hope you'll consider using boxes to ship in the future because it makes a better buying experience.)
If the seller uses poly mailers because they don't know better then they may take your comments into consideration. If the seller does know better but is choosing cost savings then they'll probably ignore you or maybe respond with a one word answer like "Thanks." I would hold off on feedback to see if they respond and what they say.

So, let me get that straight. Even if you receive your item just fine, if the seller doesn't welcome your critique of their packaging choice, you will revisit the feedback option.

Nothing at all since you received the items in good condition. Maybe the seller put a protection spell on your items to ensure safe passage.... Better not mess with that seller. LOL.
