I sold a painting for $4500 and ebay took $500. They kept the $4000 on hold for a month. The hold is up today and I can't find how to get the money. I am a returning seller. They have not credited my account on file and I need my money. How can I make sure that I will get the money. I saw somewhere online that the funds are available but there are no payouts scheduled. Can someone walk me through this so I can get my money?

That likely means you have not finished setting up your managed payments with eBay or the funds have not been released yet.
You need to get in contact with the managed payments team to see if you are fully set up. It sounds either like they haven't verified your bank information yet, or the funds have not been released yet.

Click on the link to chat with the automated assistant and a pop-up box should appear and there will be an option to contact an agent in that box. They may be able to direct you or get someone to call you about it.

Your listings show GooglePay as a possiblity, which is only available to seller's signed up for MP.

Well, yes, and no.
Unless there has been a change, once eBay directs the seller to sign up it seems the the listings then are in "MP" land even if the seller has not fully completed the process.

I will lay it out for you:
1. As you are totally unaware of how to sign up for managed payments and are not uderstanding us and the explanations and procedure to do so, you will need to wait until these funds that you are not getting are sent to your State Treasury.
2. Once they in the control of the State, you will have to claim from them.
3. You need to end the listing you currently have for sale, because if it sells you won't get paid for that either
There is nothing more any one here can tell you, explain to you or provide links to that have not already been covered amongst all the replies - I am sorry but you can not get any more help than what has been offered to you.
Perhaps you could ask a friend/family member assist you reading these replies and see if they can help you understand them and help you set up/confirm your account for managed payments.
