It was caused by trying to list without have provided all of the information Ebay requires of a seller to make you worthy of enough trust to be allowed to sell.

Have you added a checking account to be able to get paid? All the banking info matches your eBay info exactly?

They told you what you needed to do, did you contact Ebay? What have they told you?
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

And set up your Managed Payments account.
You will need your SSN and bank information for eBay to transfer your customer payments to your checking account.
This also serves as a confirmation of identity for your selling account, which can be a problem when a scammer takes over an existing but rarely used account.
If you were trying to list a high value/high fraud item, eBay may want you to provide receipts showing proof of ownership.
Given who you are buying from I'm guessing you want to list computer or electronic stuff.
