A buyer decided he did not want an item he bought. I do not accept returns for a 'change of heart.' I decline & that is that. Later, I receive a notice from the PO that I have a package to pick up that will cost me $28.70. What?! I did not order anything. Upon checking the tracking, I see it is coming from the location of this buyer. To go to this PO, it would cost me $20 round trip for a ride. Now the cost to me would be $48.70. If I was a sucker, I would pay this total THEN, give a $41 refund. Cost to me - $88.70. Also, I would be, out of pocket, the original $9.00 to ship it. Loss to me - $97.70 on a $31 sale. lol No thank you!
Question to you - is shipping from the US to Canada that bloody expensive? I sent it, with tracking, for $9. It costs 3x plus more to have it sent back? I thought Canada had one of the most expensive POs in the world! Wow! I know I sent a jacket to the US for $28 & had to pay $65 return S/H. Atrocious!

USPS First Class Package International retail rates to Canada:
1-8 oz = $17.85
9-32 oz $26.00
33-48 oz $38.50
49-64 oz $47.60
Over 4 lbs you get into Priority International rates which are way up there.
There are more affordable options with services other than USPS.
If the package was refused, return to sender, isn't it Canada Post that decides what to charge and not USPS?
The buyer can file a payment dispute with their bank or credit card and have proof they tried to return it, assuming tracking reflects it was sent back to you, whether you pick it up or not.

You may have just got hit with the buy and return scam in reference to the tariffs placed on Canada, Some Canadians have taken this personal and are just taking it out on Americans. I already got one myself so I shut down sending there for awhile.

Stay current - ain't no tariff on Canada - Canada and US are still negotiation issues - Canada is caving - tariffs are delayed. Same issue for Mexico. That's called Negotiation - done every day, every where..

In the past a recipient could refuse delivery, however it doesn't seem to work the same way anymore.

Unless Americans are ticked of with Canada too... the animosity might be a two way street.
I have my location set to US because I ship from Niagara and I noticed in my latest batch of auctions (which normally attract a lot of Canadians) there was not much bidding going around.

USA to Canada does have a relationship where shipping is cheaper than all other countries.
Yes, shipping to Canada is cheaper than from Canada to USA.
I wonder what happens if one doesn't pick it up?...Does it go back to this buyer?...or does it just go to a 'not picked up' room and sit there forever. I wouldn't think the USPS would want it back.
I have had items returned to me from other countries but never paid to receive it back.

You’re right, if the package was refused and sent return to sender it would be Canada Post who decided what the return postage would cost. USPS wouldn’t be involved at all.
If the seller purchased their postage online they would have received the discounted rate but would have been charged the full non-discounted rate for the return. That rate would have been based on the original non discounted postage cost from Canada to the US. It looks like it might have been for a more expensive service too although that’s just a guess,

Ahhh thanks for confirming and clarifying @pjcdn2005 . I thought it was kind of odd the OP was asking about rates from US to Canada since USPS wouldn't let the buyer ship it COD / postage due, which would mean one of two things:
1. Package was refused / return to sender and Canada Post is the one dictating the return postage fee. (Most likely.)
2. Package was shipped by buyer with a high declared value meaning the $28.70 was for customs/duties. (Very unlikely.)
