I have no restrictions but payment on hold, asking for a 2-step verification.

I called Ebay last week and was told that I had no restrictions on my account and anything I sold would take 4 to 5 days to get into my account. Today I get a notice saying payment is on hold for a month and I need to do a 2-step verification. They have my bank account, CC and Paypal account.  Then I get a notice to send my paid item now but they did not send my payment now in my bank account, which I had indicated in my listing that I would send after I receive in my bank. What is going on?

     It's not so much the OP being hard-headed as it is poor communication from eBay customer service which seems to be standard for that segment of eBay these days. Agree with you on the shipping once the customer pays the item should be shipped, there is little risk in doing this. 

     As for holding the funds for an extended period of time that is 100% to the benefit of eBay which sits back and draws interest on the funds sitting in accounts payable, which is where your on-hold funds are sitting. PayPal did/does the same thing with account funds where the owner kept or had/has a positive balance sitting in their account. There is nothing wrong or illegal about doing so. It doesn't seem like much at an individual level but when you are talking millions or billions of dollars daily interest is significant.

Thank you for understanding what I had wrote. It's rare for me to complain about anything, it's just not me. I always give people a chance, which is what I had done with Ebay.  The item I just sold was sent right out the very next day, even though I don't have the money. The representative did apologized for the error with verification since she said I've already been verified.  

   But then then she sprung on me that I need to sell 25 items in 90 days was the first time I've heard that. Not one representative told me that, until yesterday with the third rep. The verification was the reason they are holding money for thirty days and then after they admitted a mistake, they came back with another reason the 25 sells in 90 days.  

    In all honesty, I would have been ok, had I been told about the 30 day hold for 25 sells in 90 days. Then I would have made the choice whether or not I wanted to proceed in listing. I just like things to be honest, up-front and consistent when it has to do with my finances. I'm retired and I always make sure I ask questions before doing anything with finances. I appreciate your understanding very much. Thank you
