eBay announced recently that they were including me in international listings.
A customer in the UK contacted me on the eBay message page and asked what the shipping costs were for a watch I'd listed.
My listing page only shows domestic options.
All I could glean from reading what I could find was that sales to foreign customers go to a hub for further processing.
But the original question of cost is not clear.
I did a question to eBay last week but did not receive a reply.
It's been several days and all I could tell the customer was that I'm still looking into it.

I just looked at a few of your items. You only ship to the United States. So it I would say you don’t have international shipping options. If you are wanting to ship internationally you need to opt into the EIS or post include international shipping costs in your items.
Go to Shipping preferences to set up or opt in to international shipping.

If the item was in fact in ebay's new international program, the shipping cost would have been apparent to the buyer. It could be that you are in the program, but your item does not qualify. When ebay told me onenof my accounts was in the program, I did what was required and took down my international policies of not shipping to most of the world. Your experience has me wondering what is done about items that do not qualify. Are they still shown to international buyers? If they are, and I might get inquiries like yours, I will quit the program. I hope your question gets a straight answer.

I’m in Canada. It appears that except for the countries that eBay and eIS routinely exempt, you do ship internationally. However, international buyers have to request a shipping quote from you. You don’t appear to be fully set up to ship internationally through eBay International Shipping.
I suggest you try contacting eBay again, but this time through the Facebook or Twitter online chat options.

I've been there several times.
It says that I'm enrolled, but nothing about any actions beyond that.
I also see references from other responses to the buyers having shipping options, but if that were true, why would they be asking me how much shipping costs are?
I see that I can edit countries to exclude, but not sure why it would be up to me to discriminate against selling to anyone. (or legal)
"Use shipping rate tables" is 0 for International, but it is also 0 for domestic as shown below and domestic has many tables.
The A in eBay must stand for ambiguity.

If your item is in the eBay international shipping program, the costs will be shown to the buyer.

If your item is in the eBay international shipping program, tell your buyer that eBay handles the shipping cost for that program, not you.

Canadian perspective again. Your listings are a mix of ones that are handled by eBay International Shipping and ones that aren't. The ones that aren't are still visible to me, however, but I'm unable to use "Buy it Now" to purchase them. I get a page stating that this item doesn't ship to Canada, rather than the Checkout page. Here's a sample of what I see for your listings in "list view":
I'm wondering if part of the problem is the categories in which you're listing. That item on the top is listed in the "Business and Industrial" category, which has a restriction in that "heavy equipment and attachments" aren't permitted to be listed. That restriction shouldn't apply to that listing as it's in a different subcategory, but it may be throwing off eBay's AI.
