I sold an item to the UK that took forever to arrive. This week I decided to fully refund Buyer as it seemed item was lost. Yesterday, the item showed up. The Buyer is very nice and honest and told me the item arrived and they are willing to re-pay. Im not sure how to collect this money. Can I send them an invoice? Can they reverse the refund?

First, thank him profoundly for his honesty.
Then, on your sold items page, find the transaction. His email address will appear.
Copy his email and go to your Paypal account. On the summary page is a link to "send invoice". Click that then follow the prompts.

Make another listing, identical to the one you had(as it buy-it-now), and tell the buyer to pay you through that. There is a problem with this however. If someone else wants to buy the product, you cannot stop them, so make sure that your buyer is online when you make the listing. Also, I wish that all Ebay users could be like the one you had. I have been scammed many times throughout my Ebay experience.

Sorry to ask a dumb question, but is my 'sold items' list the same as the 'paid and shipped' listing? I am just getting to know Ebay after a long haitus.

Good Question - Im not sure. I would just give her my email address to send me the money on paypal but I know thats an Ebay No No.

Why wouldn't he be able to received it? eBay does place restrictions on off of eBay sales. But in this case the sale was made through eBay and you are only sending a "corrected" invoice. Not a problem.
The only possible wrinkle I can think of is that when you refunded the original sale then eBay may have refunded the FVF to you. Since he has now received it and is paying for it then technically I would guess that, if eBay did refund the FVF fees, then you now owe eBay the FVF that they refunded.

Yes I would like to just send an invoice for the item - but it seems that after 30 days the ability to send an invoice for an item disappears as an option from the drop down listing of the sale.

I would keep things simple and just send the buyer an invoice via PayPal. You can obtain his email address by finding the original payment notification that PayPal sent to you in email when he paid the first time. Click Reply on that message, and you will find that the reply is addressed to him, not to PayPal. Click on his name in the message header to bring up the full details, and you will see his email address embedded there.
Go into PayPal and send him a payment request or, conversely, just send him an email to his address, and ask him to do a Send Money transaction to your email address.
