So Womens jeans often the tag size is different than the waist measurement even when they are brand new, I've heard this is very common, often times I can tell when the waist has been stretched out but it can be hard to tell on some pairs, I'm thinking about putting the tag size and actual size in my titles and descriptions to cover my basis but it does take up quite a bit of valuable keyword space. Would it be worth doing that for even basically new jeans if i go that route? I want to make listing womens jeans faster and make sure the correct size is listed to minimize returns on them. Any responses are appreciated

Clothing tag size and actual size often vary. You can compare different tagged items and no two are alike. You can measure the item and include it in the listing.

Low Rise jeans have a larger waist size because they sit on the hips.

The waist size differing from the inches size has everything to do with style and rise, and that will vary from company to company. Women's jeans waists don't really 'stretch out'.
Don't bother with 'actual' waist measurement size in the title - just the size of the jeans. Cite the waist measurement, hips and rise in the description.

Jeans are so personal. My jeans listings have (like) 9 points of measurements included... top to bottom. Admittedly, it takes longer to list, but it certainly minimizes Returns. Long live 'the old-fashioned' method.

Most of my jeans for women have sizes like 10, 12, 14... What sizing are you looking at that doesn't match the actual measurement? I have seen one brand that lists a waist size like men's jeans, but is that common?
