How to report obvious scam message (trying to buy outside ebay)? Scammed me 660 EURO

Hello I was scammed by ebay user. They send me message for a discount and stole from me 660 euro via papyla.

Ebay dont respond to my messages and what is even worse they let him continue selling scam stuff.

Do you know what else can i do? Its a month with no response from ebay let hem sell 2 laptops right now.

Thanks, but unfortunately I filled form 3 weeks ago with no response...he is still selling and ebay let him scam another people 😞

If you made your purchase from the link you noted,

it is considered an "off ebay" transaction.

The best you can hope for from ebay is an admonition

to report suspicious "offers."

If you have proof  you reported this solicitation to ebay,

and the seller continues, ebay clearly has a problem.

Also, (for legal reasons) it would be best to delete the "seller's"

personal information from this post.

If you used Paypal, contact them directly, as they may offer

some sort of protection.

You aren't going to be able to get your money back through eBay, since the Transaction was not on eBay. You will need to file a claim with PayPal or your bank, depending on how you paid.

That being said ...

The seller is in Germany.

You need  to enter the seller's ID in the "Nutzername des Verkäufers" box at the top of the second page.

I do but I need to wait 30 days because of Corona...meanwhile I want to safe people from this scammer he is still selling without problem and ebay did nothing for a month...

Why would you have to wait?

Open the case.

What exactly are you expecting eBay to do?

You reported them for the policy violation.

One policy violation is not going to cause eBay to shut them down completely.

And since the Transaction was not on eBay, they can't do anything about getting your money back.
