Resolved! Buyer now chooses shipping! ? Too far.

Noticed this on the shipping label page: "Buyer selection" when I had specified only first class. If the buyer was given other choices, what were they? This is too far! Buyers don't know about shipping and ebay knows nothing about my item!

Is there a way to turn in a repeat offender? Someone that wins the bid on an item but never pays?

We have a guy that bid on an item then never paid. We blocked him, then he opened up another account and did the same thing again. How can we get rid of him?
