The person is interested in the item, but didn't buy it yet. He is messaging me thru eBay and he is "afraid" that he'll just get scammed, but tries to scam me instead. Isn't this against eBay's policy? If it is, I want to report this person for a scam attempt. I'd like to know how to report a user that's not a seller/buyer. Thanks!

You cannot report someone for emailing you. You can block them, ignore them or stop answering. But you cannot report them.
Add that to the thousands of post wanting to report someone. IT IS NOT POSSIBLE unless you bought or sold something to someone and then there are specific criteria.

What would you report them for? Poor composition of their message? Missing letters? Bad English?
Not sure where you are seeing a scam?

There is no scam attempt that I can see. If you are uncomfortable with this person, you can block them. As long as they aren't asking for personal info or any funny business, there's nothing to report.

sorry, I'm pretty new. but asking me to give item first before paying sounds like a scam? you guys do that??
I know one thing and that one thing is ebay wont protect me for doing such thing.

Never ship something that has not been paid for. They want it they pay for it. Put them on your blocked bidder list.
