Make sure you read the policy pages and absorb it. I don't know how effective they are for your country. Make sure you do your own research of sellers selling similar stuff from your country. We can only help give you info for how the programs work. You have to do your own research to learn if they are right for you.

It depends on what you are selling. If you have similar items to other sellers, it helps to gain visibility. If you're selling one of a kind type items, you probably don't need to use it. It also depends if you have enough profit margin to use it, because it can be costly to use. There are different types of promotions(advanced, standard, express, and display).

You can learn about promoted listings here but you should know it's only available to sellers with an Above Standard or Top Rated Seller level, and enough account activity:

I know you need to be selling something in order to have promoted listings. It appears you are not, so kind of hard to advise given that fact.

Not really. As long as I've been here there has always been sellers coming to the threads saying how slow their sales are. It is not a new issue and has been here longer than Promoted Listings.
It is the nature of Communities like this to come here to ask questions or to complain about something. It simply is how it goes. However from time to time you do get someone posting they are doing fine and sharing a story or two that are positive. Those types of threads normally get very little participation as it is simply not why many come to the Community Forums.
There are sellers at anytime of the year are not doing well and others that are doing fine. It is always a mixed bag no matter how some try to make it seem like there are more not doing so well than those that are doing fine or better.
There are simply too many active sellers on Ebay for every one of them to be happy at any given moment in time or having the same experiences.
Hopefully as we are now entering the Holiday season sales will pick up for those sellers that have had terrible summers. That is my hope anyway. I hope they prosper.

I gave you a helpful @mam98031- I must say that was a thoughtful and non abrasive post that I do see the value in - Thoughhhhhh.... I do believe that Promoted listings will continue to erode this site and I believe that - now - almost any post referring to slow/no sales is going to blamed on Promoted Listings, because of the paranoia that drives it and makes people feel they need to use it or increase their rates...
