This used to be possible.
Now it doesn't appear in the drop down list for my items that have watchers in the last 30 days.

You can only send offers to interested buyers who meet certain criteria, and "being a watcher" is not the only criteria.
For instance, buyers can opt out of receiving offers, and you cannot send an offer to the same watcher on the same item more than once.
If no watchers qualify, that options may not appear.

and there's probably no way to determine why the watcher was ineligible?

That’s correct. Another thing that can make them ineligible is if they are a watcher to whom you have already sent an offer. If they didn’t accept it, they can still remain a watcher in your total count, but only eligible ones who haven’t already received an offer will get one when you do a batch of them.

Why would eBay prohibit a Seller from making a Watcher an offer?
I just sent my 2 eligible watchers a 40% discount offer - I know if I was watching something, I'd want to get that offer.

We just explained it to you. Nothing prohibits a seller from MAKING an offer, but 1 or more of the watchers in the list may not RECEIVE it, either because they've already received one from you, or they don't want to receive them (and adjusted their preference in Settings).
LOL you would be surprised how many people put an item on Watch without wanting to receive offers for it. Lots of watchers aren't even interested in buying the item, but are watching it for some other reason. For example they may be another seller who has the same or similar item, watching as a type of pricing research. Or maybe they are a buyer using Watch to compare multiple listings to decide which one to buy.
Or maybe they are only watching to see if your Buy It Now price drops, but they won't accept an offer because they fear they'll be auto-charged. -Is that something you are familiar with, like do you know if your seller preferences are set to automatically charge the buyer's card on file, if they accept your offer? That is the default, so if you don't want it (because it scares away lots of buyers) then you need to change it in your Preferences. If you don't know how, just ask and I or someone will show you.
In case you weren't aware, the offers you send are good for 4 days (96 hours, not business days but just whenever). I have several items on Watch that the sellers have already sent me offers for, but I just can't accept them yet, and unfortunately I don't know if I'll have the money before the clock runs out or not. But I have found that even if the offer expires, once I do have the money and if the item is still available, it doesn't hurt anything to write the seller and ask if they will still honor the offer price, by simply revising the BIN amount, with the promise that I will buy it immediately. -They are usually happy to agree, since they know they'll get paid immediately. And I do the same likewise as a seller, when someone writes that request. Although usually if I have no 'takers' for an offer, I go ahead and reduce the BIN price anyway, in fact I will usually end the listing and 'Sell Similar' it, with the new lower price, so that the algorithm gives it the superior search visibility as a "brand new" listing.

I had no idea about auto-charge. I never bot something with a charge card - always used Paypal. Using PP I would have to interact to make payment. So you are saying if I had a CC on file, if I buy something or accept a seller's offer, I would do nothing after the click to BIN or accept offer and it would process automatically?
I've been buying and selling on eBay since before Paypal. I think I had a 100 feedback based on USPS MO payments which I required for my sales. How is a person supposed to know that Auto-Charge is now "my" default selling?
With all the intricacies now evident, knowing why the Send Offer was not allowed would be even more desirable.
Sounds like you know a lot, I'll ask an OT question: If I do Global Shipping where eBay handles the international leg, does eBay's shipping cost show up as 1099K income? And would I have to refund the international shipping cost if faced with a fraudulent SNAD buyer claim? Tried to get these answered a while back to no avail.

If you had a CC on file and accepted a seller's offer, whether or not you're auto-charged would depend on what setting the SELLER has (all buyers were rolled-in to this program over the past year or so). It's arguably one of the most upsetting changes eBay has made, in large part because they didn't make the details very clear or even announce it at all. We here in the Community just had to figure it out with lots of observations and discussions (which you can still find if you search the topic). It's actually pretty complicated because eBay didn't even roll it out for everybody all at once, and they 'experimented' with different versions of it. To be honest I'm still not 100% certain I understand every detail. Like when there are 'counter-offers' etc. Ugh it's a mess.
Are you not in the United States? -The US version of eBay ended the Global Shipping Program a few years ago, but it's still in the UK and/or EU version, I think. The US now has EIS (Ebay International Shipping) which is similar to what GSP was, but different in some details. If you are outside the US then you would need to put those questions to the appropriate board.
Now that I think of it, I'm not even sure if all these 'offer' and 'auto-charge' details are the same across all country platforms or not.

I'm in the US. Yes I get GSP and EIS confused.... Like having to set dimensions of 1x1x1 to get the eBay shipping calculator to work for some particular reason (it might even be for Flat Rate... I really don't remember (!) ) Why do they keep changing things? Thanks for the info
