Can anyone out there advise how to leave negative feedback ? It appears I can only leave a positive feedback rating
I don’t like having to do this but I’ve had multiple non payers lately and I’m getting fed up of it.
Other sellers need alerting to these time wasters

I would have left no feedback.
Better than leaving "Unable to leave NEGATIVE feedback ….. buyer didn’t pay or reply to messages ! Avoid" which will probably just end up getting removed. And could have more of an effect on your account than theirs.

This seems to be the case these days. EBay just isn’t attracting the audience it did .
True , some items are only getting 1 bid lately but having said that they are selling for the least I’d like for the item so can’t complain . I’m happy to see my wardrobes and attic diminishing!
Getting back to the point of time wasters a couple of non payers have been online and bid at the last moment so therefore it’s not a case of being inconvenient to return to pay , they’re just a?$€h@/es

It isn't necessarily that Ebay isn't attracting enough buyers. Auctions are not as popular with buyers as they were years ago. Auctions use to be a large portion of the active listings on Ebay and now they only work in certain categories and represent about 15% or so of the listings on the site.
Over time buyers change and sometimes it can be hard to keep up with those changes. Most buyers now what to locate what they are looking for, buy it and move on.

In the USA negative feedback for buyers was done away with in 2008

Don't even consider leaving a negative comment for a buyer (or non-payer) because YOU will end up with a feedback violation.

Yes
Did you even read the advice you received? If all those buyers report those feedbacks you left, your account will be toast.

Perhaps just a little slap on the hand. Doubt it would result in the account being toasted. (no English muffins today)😊

1. As the other responders have mentioned, sellers have not been allowed to leave neg FB for about 16 years.
2. And, regarding those positives you left with negative remarks -- those buyers could have/should have reported those. They would have been removed and you would have received a "defect to your account.
3. When a buyer does not pay within 96 hours, the seller can cancel, citing buyer did not pay as his reason.
4. It's possible that a re-reading of the rules for both buyers and sellers would serve you well.

Looks like it's just a little too late for your warning to the OP about not leaving positive FB with negative comments.

It would depend on how many infractions there was. If the seller gets warned and continues to behave this way, as each warning comes, sooner or later some type of sanction will happen.

I do agree, but we have little to no facts to know what/when action would be taken.
Also, I have no facts to prove such in either direction, but I doubt that eBay ranks it up there as a highly egregious offense.

You were right in the first place, we don't know what Ebay's unwritten policy is on this. We also don't know how it ranks on it's "highly egregious" list. Ebay is currently pushing BBE very hard. It may be higher on that list than you think.
There are many steps in the walk to sanctions that Ebay can take on anything they determine is a breach of the rules. It isn't something I would think Ebay would take away the seller's selling privileges, but there are many things they can do instead of that.
