I don't accept returns. Buyer purchased 4 items all the same part number. Says they don't fit. I decided to accept his return. However, upon delivery to me one of four was found to be broken and can not be repaired. I need to issue a partial refund. I can find no mechanism for doing so. Help!

All were returned under the premise that they are not as described. A broken item, whether in transit or prior, is also not as described, therefore you are required to refund the full amount. It really does not matter who broke it.
Refund the buyer and then take up the broken part with the post office if you feel you have a claim.

Since you're a top rankled seller with 30 day returns, eBay allows you to deduct up to 50% from refunds for the decreased value on used or damaged returns.

How can one be a top ranked seller and then state that they don't accept returns?

The seller does not accept returns so they aren't eligible for that benefit.

They were not returned as not as described. I could have declined this return. However, I accepted the return because I did not know whether or not the buyer could leave negative feedback if I declined.

I believe that you only need to accept returns if you want the added benefits that provides. Such as the additional discount on final value fees.

You are correct. However, There is no option provided for anything other than a refund of the full amount. I've clicked on "there's a problem-item damaged" and still no option other than the full amount. I've talked to eBay customer service and they have told me they agree I can deduct the cost of 1 of the 4 items from the refund amount. However, they don't seem to have any good ideas how to go about achieving that.

I believe you are correct. However, I also believe that particular benefit applies to the loss of value to a single item. Whereas, this situation is 1 of 4 items completely destroyed. Also, as noted in my reply to nono-8172, eBay customer service has agreed with me.

Buyers. The part that was returned damaged had been dismantled by the buyer in an effort to use part of it to fix his problem. In the process of dismantling the part a couple of retaining tabs were broken off rendering it useless.

You won't find it because it is not available to you. Even as TRS, you have to offer 30-Day Returns to be allowed the reduction. Any C/S person that told you otherwise was mistaken. (I'm TRS with 30-Day Returns and the reduction of refund shows in my case notes... it's a proactive seller action.)
It's not an issue with this return, though... if your buyer claims Not As Described, you'll have to refund in full. Sorry...

I believe you are most likely correct. The ole no good deed goes unpunished, ie accepting the return when I didn't have to.
In case this situation arises again, if I decline a return that I'm not obligated to accept can the buyer then leave me negative feedback?
