How to get refund on fees after partial refund (for combined shipping)?

Despite my settings I can never get the "combined shipping" to work automatically.  Anyway, a buyer purchased 5 items and was charged separate shipping for each, and promptly paid.  I saw this and immediately refunded the overage on shipping via paypal.  "View order details" shows the refund.  But there is no automatic adjustment to my fees when I check my account activity - is there a quick, easy way to get refunded?    It only amounts to about $1.50, but still...

eBay's basic policy is that they do not give partial final value fee credits.

Funny, this is something I've always thought about, but never see people posting about. You should have just refunded minus the fee. Not worth the time to call ebay, and I doubt a buyer will complain about $1.50.

Thanks for the quick reply.  That's frustrating that they don't do that  - it's happened  to me a few times where people paid quickly without waiting for an invoice or requesting a total, then I've had to refund the overage - which is fine (and I'm thrilled to have people pay quickly of course) - but the non-adjusted fees have started to add up.  Is there a way I can get the combined shipping to work?  I'd like to charge one flat price for any number of items purchased together.  I have set the weight of all my items to be the same, since I read that might be an issue.  Still, no luck.

because eBay will not combine shipping based on weight, I had someone buy and the refund was over $100.

Quick and easy way to get refunded  ?

NO, but you can get your 10% refund on the shipping amount that you refunded.

1 - Click on Help and Contact

2 - Click on Selling

3 - On the left side of the page, click on Fees and Invoices

4 - Scroll down to the bottom of the page, and click on Call Us

Depending on what the current Wait Time is, decide whether you want to wait or whether you want to call back at a later time.

5 - When you finally get a CS Agent on the phone, explain that you issued a partial shipping refund to the buyer, and that you would like to get credit for the Ebay fees that were charged on the shipping refund.

6 - They will ask you what the item number is, they will go to the Order Details Page for that item, and they will verify the amount of the shipping refund that you issued.

7 - They will then process a Credit to your account for 10% of the refund that you issued.

It might take 15 minutes, or it might take 24 hours, or anywhere in between for you to see the Credit posted to your account.

Ask the CS Agent if they could send you an e-mail after the Credit has been posted to your account, and they will gladly do that.

I have to do that at least once a month because my buyers do not wait for a combined invoice when they have bought more than one item.

If the buyer pays for each item individually with Paypal, I subtract each additional .30 Paypal transaction charge from the shipping refund.

Paypal automatically credits your account for 2.9% of the shipping refund, but as you can see, Ebay makes you work to get your 10% fee back on the shipping refund.

This is too much work for seller and too much for EBAY if we all call.

Ebay should fix this combined shipping discount,whatever happens to put it all in shopping cart adn ask seller to combine shipping?

eBay used to have it set so that there was not only combined shipping, but you could do it weight based.

Why so difficult to do the combined shipping?  And then why so difficult to recoup adjusted fees?  It seems like at least the first part would make it simpler, for buyers and sellers, and in everyone's best interest.  Obviously it works in their favor to make it difficult to adjust the fees - knowing probably most people won't call to get the adjustment.
