I do not see an option anywhere for enabling promoted listings on my sales. I have been all over seller hub; when I click on the "promoted listings" in the marketing area, I get redirected to a page that discusses how to do it, who qualifies, etc.
I have been a seller for a long time, took a break, and recently started up again. Currently almost 200 items listed. Must you purchase a plan, or have a store in order to use promoted listings? Are they only available if ebay opens them up for you?

I thought I would give them a try. I am priced very competitively, and I am seeing sellers all around me selling the same items, some for even more than what I have listed. It seems that buyers may not be seeing my listings before or at least with the others.
At any rate, advertising listings on facebook or sharing your items on social media is a great idea, i need to do that. Thanks!

When you create a listing or revise a listing, down towards the bottom of the page, you will see an area for "promoted listings". Check the box and set your percentage.
The higher your percentage, the more your item will be shown (supposedly) and the more of a cut ebay will take. Ebay will only take a cut if it's sold through promoted listings.

Yes, I was looking for that answer. I just now checked, revised a listing, actually two, and there is no "promoted listings" option in my items. I am able to offer volume discounts, that's it as far as promotions/deals go. I guess I haven't been active enough yet to qualify for the promoted listing. I'll keep an eye on it.

Since promoting items is something ebay really likes for sellers to do, I'm surprised it isn't available for you. I looked around a bit and found some information on the requirements. The only one I thought might apply is a record of recent selling activity. I'm feel sure you will be able to do this soon if you desire.

You can find it by going to your live listing and you will see the column where you can click "promote my listing" or something like that. You can do it also at the bottom of the listing where you can promote a listing and or give discounts for more items on one sale.

Scroll to the bottom of the Sell Your Item form.
Go to->Sell It Faster
Go to-> Promoted Listings
Go to-> Set Ad Rate
While there is a default, ignore it and choose your own.
My choice is ONE PERCENT
Go to-> List your item.
You cannot Promote auction listings.
I have had difficulty Promoting listings from the SYI form on eBay Canada, but none on dotCOM. For those I use a different system.
Go to-> Manage Active Listings
Click on the left hand box of the items you want to Promote
Go To-> Actions-> Choose Promote
Go to-> Set Ad Rate (again I suggest one percent)
Select Campaign will self-fill
Click on Promote.
I don't find that Promoting listings helps to sell them. Since November 2019, my fees for Promoting have been under $10 in total.
This does not mean PL is unsuccessful.
I get three to ten times more Views with Promoted Listings.
My sales since I started using PL have been strong, just not particularly the Promoted items.
ANECDOTE IS NOT DATA.
I will have to wait until November 2020 through June 2021 before I have actual statistics.
Meanwhile the none too reliable Seller Hub has been telling me my sales are up some 300-400% over the previous month and the same time last year.
Maybe.
We'll see.
Here's the thing.
If a Promoted Listing does not sell-- there is no PL fee.
The uptick in sales started with using PL, well before the surge in sales from homebound pandemic buyers.

Slightly off -topic
I know we have a lot of Free Listings right now, but is there some reason you don't have at least a Mini-Store?
For $7.95 a month you get your 50 Free Listings plus 50 more. Which without special promotions is a saving of $17.95 a month in listing fees.
With the 200 you have now a Basic Store with 250 "free" listings for $24.95 a month would be an even greater saving.
To say nothing of the quarterly shipping supplies coupons and slightly lower FVF.
