How to change Paypal account linked to USPS payments (through eBay)?

I have two Paypal accounts, an old one I never actively use anymore and a new one I've been using for the past couple years.

I have eBay set up to send buyer payments to my current Paypal account, and that has been working fine for years.  

However, when I purchase postage through eBay's "print shipping label" option, it always charges my old account.   Any idea how to change this?  I'd rather have everything going through the same account.

I am not sure I am following you correctly?  You can change the source for paying for shipping labels in your paypal account.  Look under the tools tab then maybe recurring payments?  You are looking for preapproved payments where you have setting in place to charge different cards or options for different services.  You could also call paypal.  The setting is in paypal so that is where you can make this change.

This is going to sound dumb, but how does eBay know what account to "draw" the money from if the setting is in Paypal?  (They are separate companies now, right?)  

In case my first post was unclear, I'm talking about when I click on "Print Shipping Label" while I'm on the My eBay selling page.

Well eBay does not know this info.  When you go to purchase a shipping label on eBay.  eBay sends the payment info to paypal for processing and creation of the label.  Once paypal starts that process it checks your auto setting and follows through based on your settings.  All eBay is doing is managing the process.

If you don't use the older paypal account, why not close it? 

Do both accounts use the same email?

They use separate email addresses. 

I would like to close the old Paypal account but I figured I should get my printing label payment issue sorted out first.

Try this;

Log into your paypal account being charged for shipping:

Profile> payments> Manage automatic payments-
click on "ebay Inc Shipping"> on right, change status from active to cancel

For printing next time, Ebay will ask you to log into your paypal account, you enter the log-in information of the account you want charged.

Not sure if this is solved yet, I had the same issue. I had to go into my old paypal account and go into the business settings. Somewhere in there is an active link to your ebay account. Delete this and when you go to do shipping next you will be prompted to set up a new one. Link it to your new paypal and you are done.
