If you know how to bulk edit, hitting the PL's is simple.
- go to Active Listings
- leave as-is, or filter to restrict categories or even put in a keyword, if you want to restrict the results
- hit the box next to "Actions" to select all items (or select individually, if you only want to change some items)
- hit the "Edit" dropdown, and choose the "Edit all xxx listings" option
- once in the "Revise Listings" page, again, hit the box to select all listings (again, select individually if you don't want to affect all)
- hit the "Bulk Edit" dropdown, scroll down to "Promoted Listings"
- choose either "Update..." or "Stop"
- then, choose "Apply fixed suggested..." if you want to go with eBay's suggestion (which would give to you different rates based on ; choose "Apply single fixed..." if you want to set your own percentage
- if you chose "Apply single fixed," enter the percentage that you want
- hit "save"
- hit "submit"
Done!

It's way down at the bottom...
You can also do it a bit more easily by going into your Advertising page on the Seller dashboard.
If you're trying to get to just your PLs to edit them, go here first...

Actually the opposite, I have been running PL's, But I here more on this forum that it's not worth using PL's , Than it is so I'm going to try not using them & see what happens.

It's good to mix it up @meme6253 .
For me, it makes little sense to use them on brand new listings. (items i sell)
I let the algorithm do its magic organically before I boost the listing.
-Good luck

Does the algorithm do magic?, I have to question that.
