USPS returned an item to me and marked it delivered. I now cannot figure out how to reship it to the customer. eBay is not giving the option to create a different shipping label. Thanks!

If USPS returned it to you but marked it “Delivered,” eBay treats the transaction as complete and disables the label option.
You’ve got two workarounds:
1. Try the bulk shipping tool:
Go to your “Orders” page in Seller Hub, check the box next to the order, and see if the “Print another label” option appears at the top. This sometimes works even when it’s not available on the individual order page.
2. Manually re-ship:
Buy a new label through USPS or Pirate Ship, then go to the order and use “Add tracking” to upload the new tracking number.
Also, message the buyer to explain that the package was returned to you and is being reshipped.
Tip: Mark the package “Re-shipment” to help avoid another USPS return.

I usually recommend that you send the customer a refund of the item price but not the shipping you already paid for (unless it truly wasn't their mistake for some reason), and relist the item for them to repurchase with their shipping address corrected. Technically eBay doesn't even require you to refund, but I think it's ethical to do so, but you're not required to refund the money you spent on shipping that won't be refunded to you.

Thank you so much! I was able to print a new label with these instructions.

Thanks for responding. The issue wasn’t the seller’s address. I’ve had an ongoing issue with my local post office and their interpretation of hazmat labeling.

Gotcha, glad you figured it out!
