I see that you can backup - "download" - your listings to a CSV file. But this downloaded file does not include the photos, or links (pointers) to the photos. So to upload your listings, you are going to have to do a ton of work to get all the photos back, unless I'm missing something obvious here...
I do have a MySQL database that can store photos
Should I be going to Freelancer.com to hire a programmer to do a mini-app for this, or is anyone aware of a solution (a free solution)?

How do you get to "file exchange" from the Seller Hub?

File Exchange no longer exists in its old form. Instead you can go to your active listings page on the Hub and over towards the right just above your listings you'll see download/upload links.

The Seller Hub downloads do not include the descriptions or those painfully populated item specifics either.
For saving descriptions, use one of the two "archive" options on this tool:

in conjunction with its zip feature that opens another tool for storing those photos.
All three tools will create CSV files that include an item number. The three reports could be merged together using a spreadsheet tool or database correlation of that item number. Or a freelancer could merge them. The eBay image URLs will be dead links 90 days after the listings end, so for permanent archiving the photo zip option would be needed.
I have been asked if there could be a tool to extract all three sets of data at the same time so the seller would not have to merge them manually. In my case, I tried, but my server can not support the workload without a serious (expensive) upgrade. In eBay's case, they probably started with that premise, but I suspect they just don't want to make it easy for sellers to download their data and move to some other platform.
