How to avoid Prescription and over-the-counter drugs policy.?!?
A. my supplier provide me FDA in PH. I also check before in FDA US. don't have any warning on they data base.
B. I see other seller sell the same product without any issue.
C. Even when I provide FDA (PH) + MSDS of the product. clery can see its not "Prescription and over-the-counter drugs policy"
so, Can someone explame how I can avoid this policy like eBay ask from me
"We need you to take action to avoid listing items like this again."

You might dropship from the US, but your not a US seller.

You can't try to get around this policy.
Sure some sellers do so illegally. They will also get caught.
I don't have the time to look up each ingredient in your medicines.

The policy is not just about WHAT you list, it is also about HOW you list it.
For example, is you listing making any non-FDA approved claims about what the products do?

Every seller must learn the rules that govern each eBay site they list on, which requires a lot of homework prior to putting up their first item.
Start by googling topics like eBay listing and selling policies, the prohibited items policy, and the eBay User Agreement. But be aware it’s not just eBay rules that you are obligated to follow.
In addition to this, and more importantly, you must also learn and follow all pertinent international laws associated with the countries you list on and ship items both to and from. Without this foundation of knowledge, there is a great likelihood of failure.
So trying to get around rules you are already not familiar with brings you no benefits whatsoever. In that vein, you are focused on the wrong thing here.
Instead of trying to find some angle or loophole to list an item eBay has advised you that you are not eligible to sell, you would be better served instead by asking yourself what can i list that is allowed?
Yes, you may see other sellers listing something you may not be eligible to list. Those sellers may have permission to list goods you cannot.

I act only according to the law and I am aware of the laws and the cosmetics sales policy,
Therefore, before I advertise the product, I verify with the factory of that product that they do have FDA approval, in addition I check the FDA database in the US.
Check other sellers, take care of documents such as MSDS and CoA
And after this documests approval, I still receive a complaint from eBay.
And I don't understand what I am doing wrong?
And even though I provided to eBay of FDA approval in the supplier's country. (In the US) there is no complaint from the FDA Data Base.
However, eBay still rejects my ad, but other sellers are fine

To offer any valid advice one would need to know what specific item was taken down by eBay and also the Title, Item Specifics and Description used.

Looking at your completed listings it appears that you are drop shipping nothing but snake oil.
Why don't you just drop ship something else instead.
