Hello,
Is there a designated time period to offer an item (a vinyl release) for sale, then pay for it.
I see an vinyl release on Oct. 19. It's for sale right now? Seller wants payment now, not when it's released.
Doesn't Ebay have a policy of not offering until a month before street sale date??

eBay's presale policy is here:

Sellers of presale items are required to provide the exact date the item becomes available in the listing and are also required to ship within 30 days of the sale. But buyers must understand the policy and then take action in order to use the Money Back Guarantee effectively in time.
On eBay, buyers have up to thirty days from the last estimated shipping date shown in the Purchase History to file a case. After that, eBay can no longer help.
PayPal and most credit cards provide some protection for up to 180 days from the time of purchase, so there is some recourse after thirty days.

Yes eBay does have a policy -
Per-orders must ship within 30 days of payment.
If you pay today the item must ship within 30 days.
Since the release is not until Oct 19th this listing does not comply with the policy.
You can report the listing if you want

Presale listings must clearly state that they are "presale" in the title and description,
and guarantee shipment within 30 days of purchase.
If the listing you are talking about does not follow these criteria,
feel free to report the listing.
