How does eBay define a "new and occasional seller" re: Automatic relists and renewals for Auctions?

I exclusively sell trading cards.

 

I was curious if anyone has come across how ebay defines a "new and occasional seller".  Is it defined by age of the account?,  Number of items for sale?,  Number of items sold in 30/60/90 days?, Store type?, etc.

I ask because up until recently, my auctions were being relisted for free up to 8 times and were not being counted against my monthly auction allotment.  I previously had a Starter Store and the free relisting option worked,  but a few months ago I moved up to the Basic Store and now my auctions do not relist for free.

 

My working theory is that a "new and occasional seller" is based on store type, so I'm looking for clarity/confirmation on that theory.  For example, if I move back down to the Starter Store, will the free auto-relist feature for auctions apply?

Items for sale within past 90 days. Go over 90 days, you are now a 'new' seller. Store owners typically always have something for 'sale' so that is not a part of 'new seller'.

 

Could be because you changed (I do not know for sure); the system starts over- but with the upgraded store, you wouldn't be paying for listings (up to XX) anyway.

A new or occasional wouldn't need a store, so that has nothing to do with it.

An occasional seller would be someone that sells as few items a year.

Some one that has sold 1500 items and have 2500 listed, they wouldn't be new or occasional.

eBay classifies sellers based on sales volume. eBay does not publish the specific criteria. If eBay removed you from new/occasional status that means your sales volume has increased.

 

Store type has nothing to do with it. A new seller registered today could subscribe to an Enterprise store if they wanted to, even though it would be a total waste because they wouldn't have the listing limits to support it.

 

Age of account has nothing to do with it. An account 20 years old could have been sitting dormant for the past 3 years. When that seller comes back to selling they will be reclassified as a new seller even if previously they sold high volume.
