How does buyer handle a return if they don't have a printer to print the return label?

I pay for returns to me.  How does a buyer do a return label if they don't have a printer?

Go to the public library  and borrow a computer that can print?

Call a friend or neighbor.  That's what I did when my PC was in the shop

Sounds like they are trying to scam you.  Returning the item is their responsibility.  If they want their $ back they'll find a way.

No. It's my error. Some buyers just don't have printers and don't know how to use their cell tel to do it.

If I'm not mistaken, the buyer can take their cell phone with the image of the QR code in the return and scan it at the post office.
