How does a seller get power seller status based on relying on the USPS postal & mother nature?

I don't understand how a seller can get power seller status through eBay power seller policies? Guarantee one day delivery service is impossible relying on the USPS and mother nature.  Weather including hurricane's, tornados, tsunami, volcano eruptions, snow, ice.  There's even the fact that the mail truck could break down out on delivery. Factors. Am I missing something here? A lot of things are out of our control. Power Seller status is a "Mission Impossible." I'm a new seller can somebody please explain.

I don't know. Been doing this for years. Based on about 2,000 shipments. I just take my orders to the post office daily. Been through category 5 hurricanes, car accidents on the way to the post office, Covid, and all of those natural disasters you mention on the receivers end.
