It drives me nuts to click on something out of curiosity or when I watch an item because I want to see how it goes with zero interest in bidding and then I get offers to buy it! How do I turn those off off?

In your account settings under Communication Preferences Under buying preferences offers
you can turn off by unchecking the boxes.

account settings>communication preferences>next to buyer>buying activity click edit: https://commspreferences.ebay.com/commsprefs
Turn off what you want to turn off. To stop receiving offers uncheck offers to buyers. This will stop all offers - ones sent directly from the seller when you put something on your watch list or in your cart and the pain in the butt ones that Ebay automatically sends when you look at something.

Okay, try this:
On that same page scroll down to marketing communications and click edit. Uncheck general email promotions and save. That should work.
That said, any emails that are already in the server to be sent won't be stopped, so you may get emails for a bit before they stop.

Learn to ignore them. Most of the time I watch to see if the item sells since I will be listing the same item. I don't turn it off because sometimes the deal is great.
As a seller, I love best offers. More then 50% of my sales are best offers. I either I sent them or the buyer asked. I have learned to totally ignore ridiculous offers too.

I hate 'em! I also don't like to see a list of offers on your page that you cannot delete until you view the offer, then confirm, yeah, delete offer! So lame.
