I have an item that a few other sellers also have. I noticed one seller is completely outselling all of us, and his listing shows "limited quantity available" on all variations while the rest of us either show the exact quantity if we have under 10 units, or "More than 10 available" if we have more than 10. I thought at first some big time eBay sellers get this feature but this guy only has 1,000 feedback while I have over 20,000.
Can anybody tell me how this seller is doing this?

How to set preferences for bulk listings
You'll always see exactly how many items are left on your listing, but it's up to you whether to let buyers see the exact number or just a range.
Here's how to edit your quantity display preference:

Limited quantity available shows when a large percentage of the original available quantity has been sold. For example, if you start with 500 widgets, and you've sold 470 of those widgets, your listing will likely display limited quantity available. It won't for show for anything that started with a low quantity available.
