How do I turn in a buyer

I have a potential buyer that refuses to pay they more or less insist I call / text them and I pretty much said no , how do I go about turning them in as possible scammer.

i have screenshot of their eBay handle and the message they sent me.

You dont... do not message email or call the "buyer" anymore.

Just file an Unpaid Item. If they dont pay, 4 days later you can close it as unpaid.

You will get your seller fees back and the buyer will get a strike on their account.

The best thing for sellers and the worst for the 'buyer' is to file Unpaid Item claims for the items. It'll take a few days to free up your items for relist, but the 'buyer' will take strikes to their account. Sorry this happened to you.

You do not have a buyer, you have a crook.  They will never pay.  You cannot file an unpaid item claim unless you accepted an offer or they are the winning bidder or buyer of your listing.  If your listing is still active, that person is neither.   If the communication came via the "make offer feature" just decline. 

If you do not have a winning bidder/buyer. You will have to contact CS.  There is no place to report them otherwise since all the report buyer links require that you have a "won" or "bought" listing. 

Block and ignore unless you like contacting CS.  Do not communicate with them at all.

There is really no point in "reporting" a buyer who wants to trick you into shipping before payment. 

eBay does not confirn buyer identities, and itr onmly takes seconds for a buyer to create a new account.
