At the time I listed my item I promoted it. It's only 3 percent but I've decided I want to remove it before I run a sale. I've tried a bulk removal and that didn't work. I went back to my listing and tried to edit it there and that didn't work either. I thought all I had to do was use the turn off button. . . . They tell you how to turn it on, but not how to turn it off.

From your Manage Active Listings page, go to the Actions column and click the caret next to Edit.
From there, go to Edit Promoted Listing, then turn it off at the top right.

Go to your Advertising Dashboard in the Marketing Tab. Scroll to the bottom and find your Campaign that your listing is in. Click on the edit function for that Campaign. Look for your listing in that page, click the box next to it and click on Remove and confirm. That should do it.

FYI there is a 30 day grace period for eBay when you stop promotions.
Even if you do remove the Promotion on a listing it will still charge you if the item is purchased by someone who looked at the item while it was being promoted during the 30 period. That even counts if you put the item on sale.

I think eBay was having a hic-up, I went back and tried it again a while later and I didn't have any problem getting rid of it. Now I have to wait 30 days until I can have my sale. Thanks again!! jan

Or you can end the listing and relist it thus severing the link with any promoted listing campaign and start a sale with your new listing right away.
