Well I received this negative feedback from a buyer because buyer didn’t read the item title, description or item information ! How do I get eBay to remove this negative feedback! I heard from eBay blocked bidders forum this feedback can be removed?

Yep, and at one point they were putting their Facebook page address in their feedback left for others. Ironic that they are the ones who have removable feedback, probably...

Yes, but these are things that the 'normal' person wouldn't have any use for.
In order to make disassembly of batteries financially viable you have to buy millions of them, and pay someone to do the work.

"Update: eBay did not remove negative feedback! Nobody cares about the little guy including the billions that help jeff bezo buy a billion dollar yacht! Lol"
Two simple solutions either change your return policy to 30 day return and seller pays for shipping or don't sell items that are untested and don't work. If you had a 30 day return and seller pays for shipping cost back then Ebay would have more than likely sided with you and removed your feedback because the buyer had the right to return the item. You have a no return policy and the item not working untested. Guess what unfortunately for you as a seller you will come across buyers who fail to read the description or think they are getting something else even though you clearly state "not working for parts."

The listing should have said 'Untested Piece of Crap Probably Doesn't Work'.
Would that have solved the problem?

If they sell stuff no "normal" person would need as you qualify it. Then their stuff won't sell.

If every seller had to list everything a thing didn't do or have there wouldn't have been a single ebay sale yet.

All I know is when I sell high priced items I never hear a peep from people! Sell something cheap and include an accurate description and you get hit with negative feedback! Someone once sent me a negative once for a pack of seeds that they won for 20 cents and free shipping! But I’m sure those same people love supporting Jeff bezos yacht!

Glad someone on here knows how to read!

I’ve sold battery’s before that didn’t work! But it literally says it 3 times in listing parts or repair!

It said it 3 times in this listing

Yes they bought it hoping it would work probably knowing what the listing said and when they found out it didn’t work they hit me with a negative feedback!

The three negatives you have, one the buyer says something about the item not working. That was the oldest one. The buyer likely didn't want to return it because it was a low purchase price and not worth their time. Now would it have been your time to process a return, of course not. There was also nothing they said that would have enabled you to get their feedback removed.
But YOU said something in your response to that feedback that IS a policy violation. "We messaged buyer to send a refund if they will remove feedback and buyer ignored us!" That is a big no no to require a buyer to removed the feedback you don't like to get a refund. So you are lucky the buyer didn't report you.
As to the other two negatives. I gave you information on them earlier and I don't see any feedback rule they broke that would enable you to get them removed. But you should review the Feedback Policy in case I missed something.
We remove all feedback that contains any:

That isn't a thing that any seller can require.

Of course not. And it is also something that Ebay would frown upon.
