Well I received this negative feedback from a buyer because buyer didn’t read the item title, description or item information ! How do I get eBay to remove this negative feedback! I heard from eBay blocked bidders forum this feedback can be removed?

Don't worry about the lawsuit. It will cost more to file the lawsuit than the price of the item. One way to avoid any of this in the future is to not only list items like this for parts, but in the description describe it as "Not working. This is being sold for parts only". These days descriptions require amateur legal abilities to write descriptions that protect you.
Your description with only nine words is asking for trouble. You should be able to get it removed since it clearly was listed for parts, but these days with eBay, you never know.

Listing a "parts or not working" is not a get out of jail free card.

Don't understand the post above?? Parts or repair is simply that. At any rate, I shifted my parts or repair stuff to another site because of this kind of nonsense.
You can try here, and if no luck simply leave a professional response reassuring future buyers that you are an honest seller (i.e., "Item listed for parts or repair"). I would not pursue a return or try to buy/beg/bribe feedback revision out of this transaction - it's kind of a ridiculous neg, a 'sad' buyer who wants to sue over a $10 battery. 🙄

You need to put "VCR not working" in your "Orion" CRT TV listing and repeat that in the condition and item descriptions. You also say it is by Orion but is a Toshiba TV and some of the item description doesn't make sense. If a buyer forces a return on it, you will suffer quite a financial loss due to the cost of shipping both ways. I wouldn't even sell that online, I would sell it local only, too high of a risk versus reward (the TV itself could also fail anytime due to age and you'd be on the hook for it if you sell it online).

Even though you listed it for parts or repair, you said it was untested, you didn't say it didn't work.

Parts or repair is by definition not working, though, so can't be tested. I sell 'for parts or repair' myself - I can't test the stuff, it has to be fixed or parted out.

All that means nothing if a buyer files a NAD (not as described) claim. The NAD claim requires acceptance of the return or a refund without return.
Did the buyer open a NAD return request?
If not, I'd respond to the feedback with "I'm sorry you aren't pleased with the item. Please return it for a refund."
Then if the buyer doesn't return it, you might have more leverage in getting the feedback removed since you made the offer and you were willing to make the buyer happy.

"Parts or not working" does not as we know get the seller out of anything on ebay.
My point is .............. as far as we are enlightened, the item was garbage (even if the seller did not know), so a battery that does not work is a waste of money ($18-19) for the buyer. ($18-19 paperweight?) Just my thought, but not a good move to list such. There are no parts to be had from a "battery". Either its good, or its bad. The common man has no ability to "repair" a Li-ion battery.
Neg feedback? Not sure what all happened after the sale. Possibly no buyer contact. Perhaps the buyer did not know they could start an INAD. (seller does not accept returns) Buyer is annoyed that their money is gone........ INAD, seller is out $8-9 shipping. Is it worth selling such an item?
Seller says neg feedback left because buyer did not read title. I expect that the buyer read the title. Hard to miss, but again, listing an item that has no "parts or repair" value as "for parts or repair" expecting to be golden is not the best idea.
Seller performance level is not affected by a neg. If they do not know that the MBG overrides "returns not accepted" that neg may make some buyers think twice before purchasing, and perhaps the neg will serve as a reminder for the seller to think about listing such items "for parts".

I think some didn't understand what the seller is selling..."Antique Mall' is HIS title.
While it has no use as a battery...there are some strange buyers who collect certain things.
Like old cell phones that don't work anymore...etc. , etc.
I know it sounds weird...but you be surprised one man's garbage is another man's treasure.
Some people collect keys that open nothing...LOL
I had a pile of keys that I threw away collecting in a drawl.
The negative feedback is silly...'I will sue you'...is saying that even allowed in a feedback?
That think that feedback would hurt the OP...it's rather funny.
However, it was a 10 buck item and I would have given the buyer a refund.

Some items, particularly items which are not working and cannot be repaired, are too risky to be sold on Ebay.
No amount of words will make them safe to sell here.

It doesn't always mean it doesn't work.
Could have a broken case that needs repaired, but still works.
I've sold items for parts or repair, but I always mention that I don't know if it works or not because I have no way to test it.

I know it doesn't mean anything if the buyer files an INAD.
If the buyers knows up front it might not work, they might not buy the item in the first place.

That's a subjective opinion, though, and even if I agree with it (which I do - I wouldn't sell an untested battery, either), it was not miss-described. It *was* an untested battery listed "for parts or repair". There was no jail to get out of, free or otherwise, it was just selling something that most of us probably wouldn't have bothered with, but which this seller did.
