How do I enable bundle requests?

A buyer wants to buy several items but he says that the bundle request button is Grey and when you hoover over it, there's some text that says that the seller disallowes bundles.

I have stumbled upon this trouble before, but I got help from customer service chat and they fixed it. But now is seems to be disallowed again even though i have not changed my setting. 

How do I allow bundles universally and always until I actually disallow it?

If the purchases are being made with a BUY it NOW Option tell them to use the Shopping Cart.

If it is Auction Items then you will need to wait until all the items are won by that Buyer and then combine them.
