How do I do combined shipping (easy steps)

Customer just messaged me.  Did I do combined shipping?  It looks like he wants to buy two items and wants a low shipping amount?

Anyway, I've never done it.

It's easy to do on PO**H but I don't know how to do it here.

The way that I used to do it is  make a new listing with both items and refigure the shipping size and weight the way that I do it now is just tell them that I will refund the excess shipping charges after the purchase
