If I have an item that has offers that have been automatically declined for being too low, is there a way for me to send them a counter offer?

No, You declined the offer. Prhaps you have your automatic decline set too high.

You should be able to “Change Offer Settings” on the listing. You can set the amount for auto decline/accept or turn both off altogether!

not that I know of.........you could try a private message via their feedback page contact but I'd be very careful about being clear that the offer is on ebay........ It would not be a formal offer and you'd have to tell them to make the offer to your listing (and you'd have to disable the auto reject if the offer you are making is lower than the reject).........

That is the downside to setting an autodecline.

No. You would need to disable your auto decline offers or set it a little higher.
