I have a buyer who is trying to return an item to me that I did not sell and wants a refund on the item I did sell. Going through the system in responding to his messages, I didn't notice it had gone back to accepting the return. I need help cancelling the acceptance of the return.

It can’t be done.

Thanks for your answer. I talked with eBay CS and you CANNOT reverse an acceptance once clicked plus, if you don't accept, they accept the return for you after the deadline even if you have a no return policy if the buyer puts "not as described".

You may have returns set to auto-accept, or you may have accepted the return manually, but either way, yeah, there's nothing you can do about that part. You can, however, report the buyer if they return something to you that you did not sell them. Wait and see what you receive, even if they were confused originally, they may return the correct thing, but don't assume anything until you get an actual package from them. Best case scenario for you is that they don't return any package at all and the return will close automatically eventually, without a refund (unless you've also already manually refunded them).
