I would like to block a buyer/member from messaging me. The post office lost their item, I worked very hard to find it with no luck. I issued him a full refund, but he continues to angrily message me that he didn't want a refund, he wants the item. I have tried very nicely to explaining the situation and that I have done everything (and more) but this is just out of my control. I have blocked this person from bidding on my items and reported him, but they can still send me angry messages. How do I block someone from sending me messages through ebay?

Unfortunately, for a time frame, the buyer can continue to email you as they were a former trading partner, even though you have them on your BBL.
Really sorry. Just keep deleting their emails. Delete. Delete. Delete.

The question now becomes: What exactly did you do "to find it with no luck"?
I have dealt with USPS over 20+ years, if you filled out search request correctly then the item will be found, or USPS will issue you a check for the insurance (if any) and send you a declaration that the item cannot be recovered...did they? I guarantee you the item is not "lost" it's stuck in transit, likely sitting on a semi between facilities. USPS also has a missing mail unit in DC, that's all they do, track down missing packages.
And it only gets worse since that conclusion...

Hi,when you have a package missing go to USPS web site and do a Package Intercept. There is no charge unless they find it and then they will send it back to you. Then they will charge you 15.65.
you can tell the buyer you are doing this and you will keep him informed.

See this is just one of the problems on eBay. As a seller, one knows that they will occasionally run into irrational and unstable buyers, yet eBay will allow them to continually harrass you. You say "just ignore them?" The problem is it is a form of stalking and should be policed by eBay. Our time is money, we should not be having to deal with type of behavior. We pay a pretty price for using eBay. It should come with seller protections. Between fees and promotional expenses we sometime pay close to 20 percent commission to eBay. Do your job eBay.
