How do I block a buyer who uses multiple Guest accounts?

This is a new one for me and I have no idea how to deal with it:
There is a scammer buyer who I need to block that constantly uses a different guest account username every time he places an order. No two orders ever have the same username but the buyer's name and shipping address are always exactly the same.
Is there a way to block him entirely (so that I don't have to keep canceling his orders / adding new guest usernames to my block list every time he attempts to buy from me)?

Because the buyer is a scammer...I'm not on here to have my items stolen from me.

What am I missing? Unless you are shipping an item before eBay has indicated the buyer has paid how is the buyer stealing from you?

You can't block them, but if you know somehow that it's the same buyer, you can report them for working around your block list. https://spd.ebay.com/RBASellerHub
How have they scammed you in the past, though? It may be that there's a different way we can help.

If you're getting to the point where you know the buyer's name and shipping address, then that means those buyers have paid for their purchases. So are you cancelling the transactions honestly? Are you choosing OOS? Or are you claiming "problem with the address?"

This particular buyer has previously bought from me and claims after receiving the package that he didn't receive all of the items he ordered thus getting a full refund from Ebay.
I don't want to deal with him anymore.

Sorry you can't block a buyer who does this thru the ebay system. You'll have to contact ebay and tell them exactly what's going on so they'll look into it and help.
@cobra_viper Did you click to report the buyer for abuse when they did this to you the first time?

I figured as much. He's using the guest accounts to get around my block list...I didn't think there would be an easy solution to this problem.

The OP identifies this person as a "scammer buyer". He gives no further details, but, if that's the case, doesn't it seem like a good enough reason for a block?

Meh. Like the word "vintage", "scammer" or "scam" has been tossed around so often that it has basically lost most of it's meaning to me.
I.E. I've been called/identified as a scammer by a buyer because they asked me to change their shipping address days after I already sent it out and I told them that. These days I see the word "scam" to just mean something a person doesn't like as I often see it being used as such. Glad the OP came back with some detail.

Why exactly are you categorizing this individual as a scammer? What bad experience did you have that caused this? What are they attempting to buy and where is it shipping to? You did not provide a lot of information to work with here but there is no way to block guest accounts or an individual by name or address.
