I can't figure out how to activate/allow customers to request a total for items in cart OR to just have the items auto-total for shipping.
I am selling small items and for first class USPS have a flat rate of $3.50, then .25 for each item.
When customers add items to their cart though it is showing $3.50 shipping for each item, totaling far too much.
I have a customer that has several items in their cart and can not request a total.
The words "request total" are there but not as a clickable link. How to I activate that to make it clickable, and
how do I fix the shipping so it auto-sets additional items at .25?

You can't, only eBay can and they do it (apparently) randomly, some of my buyers of multiple items are able to request a total and some (most) are not. There is no logical answer to why some can and some can't.
It's all part of eBay's forced IPR that stated in 2014.

The request total button works sometimes and sometimes it does not. I have found the button to work on my desktop most of the time, but never on my cell phone.
For the shipping discounts you need to set up combined payments and shipping. This was helpful for me me:

1st thing is the cart and the way ebay insists on the idea that if your running a sale you shouldn't be able to request a total or if your offering a shipping discount you shouldn't be able to request a total , Which is pretty Sad.
2 items in cart with nothing on sale I can request a total from you
Add an item that is on sale it turns gray & I cannot request a total
It will only work if your buyers are adding items to the cart that are not on sale or have shipping discounts already
Cart with 2 items nothing on sale I can hit the blue request total
Cart with 3rd item added that you are running a sale on & I cannot request a total
Now for the shipping to work correctly you need to set up shipping rules
Go to account settings, then site preferences, then Shipping preferences
Then set up shipping there
First Allow combined shipping discount
Then Create your flat shipping rule & Advanced profile rule and name them
Then Calculated shipping
With the flat shipping rule make one for first item then .25 for each additional item then Advanced profile allows you to create a 2nd rule maybe pay first item .50 for each additional
Then when creating your listings for those items apply your flat rate shipping rule profile .

Then next Add profiles to create more & name them
When you create a listing add that profile to the listings that discount applies to
There is a drop down to select what profile name you are using on the listing
