I have an issue: I shipped an item late upon customer request and Ebay has lowered my rating as a result. I'm sure some of you may know the demerits that come with a bad rating and I would like to get rid of this false rating. Does anyone know how I can send a letter to Ebay through email and tell them about this?

You can start email communications beginning with a message on the eBay facebook page. Good luck.

There is no one at eBay that would 'read' your letter. This site is automated. Systems are in place which are clearly Black & White.
Everyone in that same boat will continue to be until you dig out of it (time and continued sales) as there is no 'legitimate' excuse for 'shipping late'. If you did it to appease a buyer, you should have told that buyer that you cannot do that; you can either cancel/refund and they can purchase later (if available) or find a way to have someone except the shipment.

Ebay will not accommodate for this.

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that mean giving you the advice you want to hear instead of the advice you need to have.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

Here's an address:

My guess is one of his assistants will receive it and most likely it's doubtful he'll even reply, let alone read it. I'd even suggest sending it registered mail, but I'm doubtful that will help either.
Good luck to you regardless.

You can't ship late on a buyer's request as the entire system is automated. All you can do is ask the buyer to cancel the sale or ship on time. Writing a letter would be a waste of time.

So, here's a possibility. You take a hit for the late shipment then the buyer hits you with negative feedback. It could happen and then you get dinged twice on one shipment. I would have shipped it right away anyway that way if I would have received negative feedback in most cases Ebay would have removed it. Your situation you could lose twice.

Should we also address Layla?

time was that if a buyer requested that shipping be delayed eBay would accept that message to remove a ding from the seller's account, but that ship has sailed.

I just had a buyer request through messaging to send their item a week later. Before I agreed, I did a Live Chat With Ebay to see if I could do it and they told me I could and it wouldn't affect my status because the buyer had requested a later shipping. They gave me a reference number I could refer to, if in deed I did get a ding because of late shipping. So I have proof of Ebay OKing my request.
