I saw this item had "3" bids, but it's by the SAME PERSON? How is that done? It looks like she's preventing others from bidding higher?

The bidder is actually increasing their bid each time. That won't show until another bidder outbids their first bid.

They bid on March 19 the opening bid.
Then on March 20 they raised their bid but without competition it still only shows $10.00
Then about 8 minutes later they raised their bid again but again without competition it stayed at $10.00

Others have explained how this is done - because that is how the bidding on eBay has worked for two decades.
That aside ...
Why does this "look like" it would prevent others from bidding higher?

Some people think if they bid like this they scare people away but it doesn't work because you learn that people that try this usually only bids the minimum amount and they are easy to outbid and the good news is it has 3 watchers so someone might jump in at the end and raise the price up, at least we hope so anyways.
I know lots of ifs and speculations here but just hope for another bidder to show up. If someone else sees them playing these games they are most likely going to wait til the end to out bid them.
are they really blocking someone from bidding higher? Nope, they are not .

It is a strategy that some buyers use, say there is a item with 1 bidder that is at $50 and the new bidder is going to bid $200 but they start at $51 then make say 20 more bids each a little higher and end up at say $75.
The result was the new bidder is winning at say $35, to the casual observer it looks like a raging bidding war is ongoing, Then they snipe the final bid at $200. Another variant is be the first bidder, make 20 $1 increment bids then snipe the real bid.

Dude, the buyer is interested enough that they placed multiple bids to increase how much they will spend. That's a bad thing ... why?

You're in the Selling Community, so I assume you are looking at this situation from the position of a seller. And this situation should be very good news for you as the seller!
Yes, in true fact, that bidder is trying to prevent others from bidding higher. That bidder really, really wants the item you are trying to sell. All good news.
And it is not cheating. Imagine you were sitting in a room in a traditional out-cry auction. People call out their bids, or raise their paddles to bid the next higher increment. And it continues that way until the auction ends. Would you think somebody is cheating if he/she keeps calling out a higher dollar amount?

What "seems like cheating"? The bidder is apparently increasing his bid each time; however, as others have told you, it will not change until another bidder enters the fray. The bidder has no control of this. He can't make eBay raise his showing bid.
So who is cheating and who is being cheated?

The bidder is just placing 3 separate bids. If one bid gets outbid, then they have a separate bid. They probably really want the item & and might not have access to the platform if they are outbid or they are just trying tp save time in case one big gets outbid. It happens all the time.

Do you have a "reserve" price? I recently bid on an item and I got a message that the reserve was not met. I really wanted it so I immediately placed a higher bid. Another "reserve not met". Another bid. Another "reserve not met". What I was doing was hoping that eventually I would get to the "reserve" price because if I never got there then even if I was the high bid I wasn't going to get it.

EB support said they have "automatic bidding" setup. I don't know what the H*** that means. I never knew it.

How is he increasing his bid? It's stayed the same at $10, with 3 bids.
