Proceed woth offer end with higher price than buy now

Hi, I have spoke with seller and he made a offer for me. Price drop from 190 to 170. But when I am about to pay for the order price changes even higher than original price of 190. Any ideas what ia going on?

Insertion Fee

I am being charged with Insertion fee for every new Listing. My listing total is below 250 and I also have Basic store subscription. Can anybody please let me know, why Ebay is deducting 0.3$ insertion fee on each new listing?
