When an item sells on EBAY and the amount is listed in green,, if it also entered as OR BEST OFFER, my understanding is that the amount listed may not be the final price. What is the procedure for finding out the official sale price?

The best information you can get is from the Product Research tool (formerly called Terapeak). It should show the actual sold price, even if it was sold via offer. It also does not show sales that were not paid for, I believe, which can help filter out the sales to sport bidders that you might see in the normal search results.

As someone mentioned, the product research tab is a pretty accurate tool, however, even it isn't exact.
Recently I sold an item where the buyer used a coupon code from ebay for 20% off. On the research tab, it is showing up as sold at the original full price.
