I have had quite a few buyers in the last 6 weeks not being able to bid because of unpaid item strikes. These are all repeat buyers with 2,000+ feedback of 100%. I can't find the place in my account where I can change the unpaid item strike limitations, can someone direct me?

In seller hub under shortcuts should be a link to "block bidders"
Should be able to adjust that setting there

Go to your blocked buyer list.
Add to your Exempt list, just the ones you wish to exempt.
Don't change the rules for everyone. Just the ones you trust.

The above 2 posts only tell you how to fix people that you 'blocked'
If you want to change your preset seller preferences, hover over your name on top left; drop down comes up with 'Account Settings'
Then go to 'Seller Preferences' at the bottom left

It is not telling me the account names of the people that were blocked. It says "hidden for privacy" SO I can't do that. I only know about it because one buyer messaged me today. I have 15 blocked buyers going back to early June.

Did you actually try the instructions above?
Takes the seller to the same place faster then clicking on all the links you described

Here's a link to your Buyer Requirements settings:
https://www.ebay.com/bmgt/buyerrequirements
BTW, all buyers have 100% feedback. Sellers have been unable to leave negative or neutral ratings for buyers since 2008.

I go to the "block bidders" location, I don't see the place to adjust the item strike anywhere. I remember seeing it a long time ago, but I can't seem to be able to find it now.

OK, i go there, but I don't have anything selected as far as the unpaid item. IDK why eBay is blocking these buyers.

My bad; I didn't go past the 'seller preferences' and didn't see that they changed it all.

Well if you are not blocking them then something under the eBay hoot is wrong maybe?
Might be time to call CS?
Not sure what else could be happening here

are you trying to find the bidder himself........or the rule to change the number itself? The link nobody's gave allows you to change the requirement:
Block buyers who caused cancellations (x #) of unpaid purchases within (x) months
it's about midway down the page....
To exempt buyers on the bb list........here is where you can exempt them:

If you put the Buyer ID in the "exempt" box, the sale should go thru. You are "exempting" them from all controls in place and allowing them to purchase.
